It probably depends on how they handle those so-called badly behaved police officers.
If they dig too deep, it could turn into a huge scandal where police officers were involved in drug dealing, so there is a chance they just will not investigate.
I want those citizen-arrest YouTubers to charge into cases like this.

In America, cops who carried out illegal searches, theft, and interrogations
get arrested or fired based on bodycam and surveillance camera footage as evidence.
And that footage gets released online.
Japan does not have widespread bodycams, and even when they get sued, there is no duty to submit footage, so they can hide as much as they want.

Author’s Comment: Asahikawa, and Hokkaido in general, often appears in Japanese crime news in a rather dark way. Of course, that does not mean the whole region is dangerous, but stories like this give the city a very unsettling image.
