It feels like a different kind of skill,
but Tsunomaru is good too, since he can stylize horses, which are already hard to draw, and still make them recognizable.

If it is just pure drawing skill, animators who can draw any difficult composition are the strongest.
There was actually a trend ages ago where people thought, “Then if we let those people draw manga, it will be perfect!”
But their paneling was catastrophic, they mass-produced garbage that was not interesting as manga at all, and nothing came of it.

Even Yasuhiko’s paneling was pretty shaky early on.
Hayao Miyazaki’s Nausicaä also has paneling where the reader has to meet it more than halfway.
