Shibuya is already trying to drop the whole “youth district lol” and “trendsetting hub lol” image and become an office and tourism district, so a foreigner-focused hotel makes sense.
The location is good, sure, but it’s not really the kind of place where you can build a luxury hotel, so choosing the target market seems tricky.

It’s completely an office district for IT companies now.

From the perspective of people who used to go there, yeah, it’ll probably become more boring.

Shibuya has a god-tier route between bars, clubs, and love hotels.
It helped me out a lot when I was young.
